Ibok-Ete Ibas, sole administrator of Rivers State, says his administration is laying the groundwork for a culture of good governance that will serve both present and future generations.

Speaking in Port Harcourt on Monday, May 19, Ibas made the remarks while declaring open a four-day leadership training workshop for sustainable development. The workshop was organised by the Rivers state government in partnership with the National Institute for Policy and Strategic Studies (NIPSS).

Top government officials including permanent secretaries, local government administrators, and directors from various ministries across the state were in attendance.

“This administration is committed to building strong institutions, promoting efficiency, and fostering a results-driven public service. We are laying the foundation for a culture of good governance — one that will serve not just the present generation but also those to come,” Ibas added.

He described the leadership workshop as a strategic step toward repositioning the state’s public service to meet the fast-evolving needs and expectations of citizens.

According to Ibas, the training is designed to equip government officials with tools to lead through complexity, drive reforms, strengthen local government autonomy, and deliver meaningful impact across communities.

“I urge you to embrace this opportunity with open minds and a clear commitment to translate learning into action,” he told participants.

He added that regular, targeted training can break cycles of stagnation in governance and prepare public servants to adapt, innovate, and improve service delivery.

President Bola Tinubu appointed Ibas as sole administrator of Rivers on March 18, following the declaration of emergency rule in the state amid a protracted political crisis.

Earlier, TheRadar reported that Rivers State sole administrator, Vice Admiral Ibok-Ete Ibas (retd), appointed administrators for all 23 Local Government Areas (LGAs) in the state. 

The development came just a day after a Federal High Court in Port Harcourt reportedly issued a restraining order, temporarily halting Ibas’s efforts to appoint administrators to oversee the local government councils.
